Executive Summary

The Arthur Wheeler Foundation is being established on the belief that Maryland possesses a unique opportunity to become a national leader where agriculture, distilling, equestrian heritage, tourism, innovation, and entrepreneurship converge.

The Foundation exists to preserve the traditions that built these industries while inspiring the next generation of leaders who will shape their future. Through education, research, collaboration, and public engagement, the Foundation seeks to strengthen rural economies, expand economic opportunity, promote environmental stewardship, and celebrate Maryland's agricultural and cultural heritage.

The Foundation is in the process of organizing  exclusively for charitable, educational, and scientific purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code.

Governance

The Foundation shall be governed by an independent Board of Directors responsible for ensuring fidelity to the Foundation's charitable mission and compliance with all federal and state laws governing nonprofit organizations.

The Board shall establish policies promoting ethical governance, fiscal responsibility, transparency, and measurable public benefit.

The Board may appoint advisory councils representing agriculture, higher education, equestrian organizations, tourism, hospitality, environmental conservation, public service, and the distilled spirits industry.

Public Benefit

The Foundation is organized exclusively to benefit the public by:
